الملخص
ملخص: يعتبر العنصر البشري اهم مورد تملكه اية دولة كانت , وعليه يبقى على عاتق هذه الاخيرة المسؤولية الكبيرة للاعتناء و التكفل بهذا المورد الثمين ان صح التعبير وعلى كافة المستويات واولى الاهتمامات عي حقه في التعليم وحصوله على قدر كافي من المعارف خصوصا في العصر الحالي وهو عنصر العولمة بكل ما يحمله هذا المفهوم من معاني ومدى ارتباطه بتنمية المجتمعات وتقدمها ولهذا ومع مطلع الاستقلال اخذ التعليم مكانة اولى في سياسة البلاد من خلال العملية التعميمية والتوسيعية للمنشات التعليمية على مختلف ارجاء الوطن. Abstract : The human element is the most important resource owned by a country that has a great responsibility to take care of this precious resource at all levels, and the first is the right to education and receipt of sufficient knowledge, especially in the current era of globalization, with all its concept and how it relates to community development and progress. Therefore, with the onset of independence, education was the first in the country's political life through the sweeping process and the expansion of educational institutions in various parts of the country, as well as democratization and free education which outlined in the development plans a few years after independence.
