تحليل مدى استقلالية بنك الجزائر وفقا لقانون النقد والقرض ومختلف التعديلات الطارئة عليه خلال الفترة 1990-2017

الملخص
الملخص: تهدف هذه الدراسة إلى تحليل مدى استقلالية بنك الجزائر وفقا لقانون النقد والقرض 90-10 ومختلف التعديلات الطارئة عليه إلى غاية التعديل الأخير لسنة 2017، مستخدمين في ذلك نموذج Cukierman، Webb وNeyapti (CWN)، ولتحقيق الهدف السابق استخدمنا المنهج الاستنباطي بأداتيه الوصف والتحليل عبر مناقشة النقاط التالية: الإطار المفاهيمي لاستقلالية البنوك المركزية، معايير استقلالية البنوك المركزية ومقاييسها، قياس استقلالية بنك الجزائر وفقا لقانون النقد والقرض ومختلف التعديلات الطارئة عليه. وقد خلصت الدراسة إلى أن قانون النقد والقرض 90-10 أعطى لبنك الجزائر استقلالية واسعة في تسيير شؤون النقد والائتمان، إلا أن التعديلات التي طرأت عليه قد قلّصت من استقلالية بنك الجزائر، غير أن هذه الأخيرة تبقى نسبية وهذا من الجانب القانوني فقط. Abstract: The aim of this study is to analyze the independence of the Bank of Algeria in accordance with the Monetary and Credit Law 90-10 and the various amendments thereto until the last amendment of 2017 using the Cukierman, Webb and Neyapti (CWN) model. To achieve the above objective, we used the deductive approach with its tools of description and analysis by discussing the following points: the conceptual framework for the independence of central banks, the standards of independence of central banks and it's measurements, the measurement of the independence of the Bank of Algeria in accordance with the Monetary and Loan Law and the various amendments thereto. The study concluded that the Monetary and Credit Law 90-10 gave the Bank of Algeria broad autonomy in the management of monetary and credit affairs. However, the amendments have reduced the independence of the Bank of Algeria, but the latter remains relative and this is only from the legal side.
