الملخص
مُلخّص: المراقبة الإلكترونية تُستخدم كبديل للحكم بالسجن، أو كشكل من أشكال الإفراج المُبكّر من السجن أو الإفراج المشروط، وهي نظام مراقبة يتضمن خطًا هاتفيًا سكنيًا وجهاز مراقبة وسوارًا في الكاحل، يتتبع حركة للشخص الذي يُدان بارتكاب فعل إجرامي ويتلقى حكمًا بالسجن، إذْ يمكن بواسطة جهاز استقبال، التحقق من مكان وجود الشخص وتحديد ما إذا كان ينتهك الشروط التي تُحددها المحاكم مسبقًا. مما يعني أنه يجب عليه البقاء في موقع ثابت (منزله على سبيل المثال) خلال ساعات معينة في اليوم. تسعى المراقبة الإلكترونية بواسطة السوار الإلكتروني إلى الحد من استخدام السجن، ورصد الامتثال، ودعم القضاء على الجرائم. لا يمكن للسوار الإلكتروني أن يُوقف مغادرة المنزل، ولا يستطيع أن يمنع مرتديها من ارتكاب جريمة، ولكن بفضل استخدامها الحكيم، فإنّ لديها القدرة على تعزيز الثقة العامة والقضائية في الأحكام الصادرة عن المجتمع.
