الملخص
ملخص إن التطبيق السليم للامركزية الإقليمية يفرض تمتع المجالس المحلية باختصاصات واسعة ومتنوعة تشمل كافة الشؤون المحلية، حيث تكريسا للديمقراطية على المستوى المحلي تعالج المجالس المحلية كافة الشؤون المرتبطة باختصاصاتها عن طريق التداول بمشاركة غالبية الأعضاء المنتخبين، إلا أن الواقع العملي يفرض على المجالس المحلية اللجوء إلى إنشاء لجان تضم أعضاء منتخبين تساهم في معالجة الشؤون المحلية، ذلك أمام تعدد اختصاصاتها، وضيق الوقت الذي لا يسمح بمناقشة كافة المواضيع بالعناية والدقة اللازمتين، ليتسنى للمجالس المحلية من خلال اللجان منح كافة الملفات والقضايا القدر اللازم من العناية والاهتمام، وهو ما يزيد من فعالية المجالس في تسير الشؤون المحلية، ما يجعلنا نتساءل: إلى أي مدى يمكن اعتبار اللجان آلية أساسية تساهم في فعالية المجالس المحلية؟ Résumé La bonne application de la décentralisation régionale impose que les conseils locaux jouissent des attributions larges et variées qui s'étend à toutes les affaires locales. Ces conseils locaux examinent toutes les questions en relation avec leurs intérêts ou attributions par le biais de la délibération de la majorité des membres élus, ceci représentent une consécration de la démocratie au niveau locale. Désormais la réalité pratique montre que les conseils locaux sont obligés à créer des comités, composées par des membres élus, qui participet au traitement ou à l’examénation des affaires locales afin qu'ils puissent donner le même degré de soin et d'attention à tous les affaires et les dossiers en question. la création de ces comités augmente l'efficacité des conseils locaux à diriger et résoudre les affaires locales. D'après ce qui précède on peut se demander à quelle mesure peut-on considéré la création des comités locales comme mesure essentiel? SUMMARY The good application of the regional decentralization imposes that the local councils enjoy wide and varied attributions which extend everything have a relation with the local affairs. This local councils deal with all the questions in connection with their interests or attributions by means of the deliberation of the majority of the elected members, this represent a consecration of the democracy to the level local . Because the practises of the local council is obliged it to create committees, consisted by elected members, who participate in the treatment or in the examénation of the local affairs so that they can give the same degree of care and d attention has every affairs and files in question. The creation of these committees increases l efficiency of the local councils to manage and to solve the local affairs. D after what precedes we can wonder in what measure can we considered the creation of committees local as measures the contributing main part in l efficiency of the local councils?
