الفساد المالي والإداري )الأسباب والمظاهر( من خلال مؤشرات عربية

الملخص
يعتبر الفساد، والفساد المالي والإداري بصفة خاصة، ظاهرة خطيرة تُعنى بها الدول المتقدمة والنامية على حد سواء، باختلاف درجات انتشارها، وجاءت دراستنا هذه لتسلط الضوء على أهم المظاهر التي يتخذها الفساد المالي والإداري، كما تم تبيان أهم أسبابه. تبين أن لعالمنا العربي النصيب الوافي من هذه الظاهرة، بدليل تذيل معظم الدول العربية للتقارير الدولية، والتي كان من أبرزها تقارير منظمة الشفافية الدولية، هذه المراكز المتراجعة والتي تعود وبشكل رئيسي إلى تمركز سلوكيات الفساد في المواقع العليا للسلطة، التدخلات الخارجية، انتشار الفقر وغياب الديمقراطية، وبالتالي فإن غياب قواعد الرقابة، المساءلة والمحاسبة يعتبر من الأسباب الرئيسية في تغلغلها وانتشارها مما يخلف آثارا مدمرة ونتائج سلبية لا تطال الجانب الاقتصادي فقط، بل يتعداه ليمس الجانب السياسي والاجتماعي والثقافي ... للمجتمع ككل. The corruption, in particular the financial and administrative corruption, is a dangerous phenomenon affecting both developed and developing countries alike, depending on the degree of their spread. Our study came to shed light on the most important aspects taken by the financial and administrative corruption, and their most important causes. It turns out that the Arab world has the largest share of this phenomenon, in fact, most of the Arabic countries comes in the end of the international reports, such as the Transparency International reports, this declines centers belonging mainly to the concentration of the behavior of corruption in the higher positions of power, external interventions, the incidence of poverty and the absence of democracy, the absence of accountability and oversight of accounting rules, which is one of the main reasons for the penetration and spread of leaving a devastating impact and negative results, which do not affect only the economic side, but also extends to affect the political, social and cultural aspect ... the whole society.
