دور المواصفات العالمية لجودة البيئة في استدامة التنمية /the Role Of International Standards For Environmental Quality In Sustaining Development

الملخص
إن صحة ورفاهية الإنسان والبيئة يعتمدان أساسا على ما يقوم به الناس من نشاطات اقتصادية، إنتاجية كانت أم استهلاكية، وتعتمد زيادة الرفاهية على زيادة الدخل الذي يعتمد على زيادة النشاطات الاقتصادية، التي يهدد الاستمرار في توسعها الموارد التي يعتمد عليها النمو الاقتصادي، وخاصة غير المتجددة منها لان ذلك يؤدي إلى استنزافها. كما يؤدي إلى زيادة المقذوف من النفايات إلى البيئة التي قد تكون غير قادرة على امتصاص تلك النفايات، مما يؤثر على الموارد ذاتها وعلى رفاهية الإنسان. وإذا لم يغير الإنسان بدرجة كبيرة من أسلوب معيشته وإدارته للموارد فسوف تتضرر حالة البيئة المحيطة به، وتظل تتدهور باستمرار، وتستمر معها حالة الإنسان في السوء. وإذا كان الاقتصاد قد عمل أثناء الثورة الصناعية على افتراض أساسي هو النمو الاقتصادي غير المحدود، وذلك وفقا لما هو مرغوب وممكن تحقيقه، فان لا محدودية النمو هذه أخرجت النظام الاقتصادي خارج نطاق التوازن بين البيئة الطبيعية. ويهدف هذا المقال إلى توضيح العلاقة بين التنمية المستدامة التي تتطلب المحافظة على الموارد والبيئة، وبين أهداف مواصفات جودة البيئة التي تهدف إلى تخفيض العيوب البيئية الناتجة عن الإنتاج والمنتجات إلى ادني مستوى بما يعني أيضا تقليل التلوث المؤثر على استدانة التنمية سواء من حيث استدامة الموارد أو تقليل الانعكاسات الجانبية للتنمية على رفاهية الناس التي هي غاية التنمية المستدامة The health and well-being of man and the environment depend mainly on the economic activities people do, productive or of consumption activities. The increase in welfare depends on increasing income, which depends on increasing economic activities, and continuous expansion of these activities threatens the resources on which economic growth depends, especially non-renewable ones as it leads to depletion. It also leads to increased waste to an environment that may be unable to absorb all of it, affecting the same resources and human well-being. If human beings do not significantly change their way of life and the way they manage resources, the environment surrounding them will be affected and continue to deteriorate, and the human condition will continue to worsen. If, during the industrial revolution, the economy had worked on a fundamental assumption of unlimited economic growth, as desired and achievable, the unlimited growth has driven the economic system out of balance vis-a-vis the natural environment. The aim of this article is to clarify the relationship between sustainable development that requires conservation of resources and the environment and the objectives of environmental quality standards, which aims at reducing the environmental defects resulting from production and products to the lowest level, which also means reducing the impact of pollution on sustaining development, both in terms of sustaining resources or reducing the development side effects on the welfare of people, which is the goal of sustainable development.
