الإنتخابات والإنتقال الديمقراطي: مقاربة مفاهيمية .

الملخص
تستهدف هذه الدراسة البحث في المضامين المفاهيمية للإنتخابات والإنتقال الديمقراطي ودرجة الارتباط بينهما، حيث تطور الإنتخاب تدريجيا وأصبح يمثل حجر الزاوية في مختلف التحولات السياسية والإصلاحات ذات الصلة، فضلا على أن الانتخابات تعتبرها ادبيات اغلب الدراسات أحد الآليات الفعالة في مسار الانتقال الديمقراطي، الذي شكل هو الآخر موضوعا خصبا للبحث والمناقشة بالنسبة للكثير من الدارسين الذين لطالما ربطوا عمليات الانتقال الديمقراطي بمدى نجاعة ومصداقية الانتخابات، فكلما كان الفعل الانتخابي مبني على النزاهة والشفافية والحرية، كان ذلك بمثابة الجسر السليم نحو الواجهة الديمقراطية، والعكس صحيح، اي كلما افتقر المسار الانتخابي لقيم ومضامين الحرية والنزاهة والمصداقية كان جسر الانتقال الديمقراطي اكثر هشاشة وأقرب الى الفشل منه الى النجاح . Abstract: This study aims to investigate the conceptual contents of elections and democratic transition and the degree of association between them, where election as an act gradually developed and became the cornerstone of various political transformations and related reforms, in addition to the fact that elections are considered by the literature of most studies as one of the effective mechanisms in the path of democratic transition, which also formed A fertile topic for research and discussion for many scholars who have always linked the democratic transition processes to the extent of the effectiveness and credibility of the elections. The more the electoral act is based on integrity, transparency and freedom, the more it serves as the proper bridge towards the democratic interface, and vice versa, that is, the more the electoral process lacks the values and contents of freedom and integrity. The bridge of the democratic transition was more fragile and closer to failure than to success.
