آليات تفعيل دور المخطط البلدي في تحقيق التنمية المحلية.

الملخص
الملخص: تعتبر البلدية الجماعة الإقليمية التي تشكل قاعدة اللامركزية و من ثم فهي الأقرب للمواطن و الأدرى باحتياجاته ، الأمر الذي ينتج عنه من المفروض اختيار مخططات تنموية تعود عليها بالنفع و التنمية المحلية ، غير أن مخططات البلدية لا تحقق المطلوب منها على ارض الواقع نتيجة ما يلي: _ مشاركة المواطن غير المباشرة في اختيار البرامج و المخططات التنموية . _ اعتماد البلدية على إعانات الدولة لتمويل مخططات البلدية بدرجة الأولى نتيجة قلة الموارد الذاتية ،و عليه و حتى تحقق هذه المخططات فاعليتها على مستوى البلدية من خلال الرفع من مستوى التنمية المحلية يجب تدعيمها بعدة آليات منها ما يلي: أولا: الإشراك المباشر للمواطن المحلي في اختيار مخططات التنمية . ثانيا: تمويل البلدية الذاتي للمخطط البلدي للتنمية . الكلمات المفتاحية: البلدية ؛ مخططات ؛ التنميةالكلمات المفتاحية - الكلمات المفتاحية - الكلمات المفتاحية - الكلمات المفتاحية -...
