دور القيادة في الجماعات المحلية في الجزائر: مدخل عمليات خلق الثروة

الملخص
تلعب القيادة دورا لا نظير له في عملية خلق الثروة ليس فقط في الجماعات المحلية وإنما في جميع المؤسسات والمنظمات، وسواء كانت تلك المؤسسات ربحية أو غير ربحية فلابد لأن يكون على رأسها قائد، فالقائد بمثابة الرأس للجسد. في هذه الدراسة سنتطرق الى قضية مهمة وحساسة وهي كيف تلعب القيادة في الجماعات المحلية في الجزائر دورا أساسيا في عمليات خلق الثروة وتنمية الوحدات المحلية. لتصل الدراسة في الختام الى أن امور البشر تحتاج الى تدابير وخطط متنوعة وكثيرة، وفي مقدمتها اصلاح الذهنيات والتمكين للخبرة التقنية والرغبة في التحقيق. Actually the process of leadership plays an important role in the process of creating wealth, which is not only in local communities collectivities, but in all institutions and organizations of the country. Whether these institutions are profitable or non-profit, they must have a leader at their head. Then, we can not imagine a body without a head. In this study, we will address an important and sensitive issue, which is how leadership in local communities in Algeria plays an essential role in the process of wealth creation and development of local units. In conclusion, the study concludes that human affairs require many and varied measures and plans, most important of which is reforming mentalities and empowering technical expertise and the desire for investigation, we mean the obligation to build the notion of need of achievement.
