نحو تفعيل التعاون الأمني العربي لمكافحة الهجرة غير الشرعية

الملخص
نسعى من خلال هذه الدراسة إلى التطرق لكيفية تفعيل التعاون الأمني العربي لصيانة أمن حدود إقليمه من الهجرة غير الشرعية كتهديد أمني وجودي، وهذا ضمن إطار محوري نبحث من خلاله عن مدى نجاعة الآليات العملية المقترحة لتغيير العالم العربي إلى ما هو أفضل، ومن منطلق افتراض أن هذه الميكانيزمات كفيلة بمعالجة /أو بالأحرى تقديمها كوصفة لما يعانيه الإقليم من أزمات ومآزق أمنية والتي من بينها التخبط في تهديد الهجرة غير الشرعية، يمكن الوصول إلى تحقيق مسار أمني عربي مشترك محض يصون هذا الإقليم ويحميه من خطر التهديدات الأمنية الوجودية الداخلية والخارجية على حد سواء لاسيما وأنه يملك إمكانيات وطاقات بشرية كبيرة وقدرات مادية هائلة. Through this study we seek to activate Arab security cooperation to maintain the security of the borders of its region from illegal immigration as an existential security threat, and this is within a central framework through which we are looking for the efficacy of the proposed practical mechanisms to change the Arab world to what is better, and based on the assumption that these mechanisms are sufficient. By treating / or rather presenting it as a recipe for thesecurity crises and dilemmas that the region suffers, including confusion in the threat of illegal immigration, it is possible to achieve a purely common Arab security path that preserves this region and protects it from the threat of existential security threats, both internal and external, especially as it has capabilities. And great human energies and enormous material capabilities.
