رواندا بعد الحرب الأهلية: من بناء الدولة إلى التنمية الشاملة

الملخص
تعد التجربة الرواندية من أهم النماذج التي قد تلهم الكثير من الدول التي عانت وتعاني من ويلات الحرب والأزمات الداخلية والخارجية، وذلك لما حققته من إنجازات اقتصادية وسياسية واجتماعية سمحت بتحقيق معدلات تنمية مرتفعة جعلت منها قوة اقتصادية لا يستهان بها في إفريقيا كما أصبحت تعتبر من الاقتصاديات الأكثر نموا في العالم، هذا رغم ما مرت به من ظروف مأساوية كان أشدها الحرب الأهلية التي تعرضت لها والتي تُعد الأعنف في تاريخ أفريقيا لما تسببت فيه من انعدام للاستقرار السياسي، وانهيار تام للاقتصاد وتدمير شامل للبنية التحتية للدولة ما كان سببا في معاناة طويلة للشعب الرواندي، فالإرادة السياسية والحكم الرشيد الذي حظيت به رواندا لأكثر من عشرين عاما جعلاها تسير بخطوات ثابتة ومدروسة نحو تحقيق معجزة حقيقية في التغيير والإصلاح دفعت بعجلة التنمية ووضعت رواندا على سكة الاستقرار والازدهار نحو مزيد من التطور مستقبلا. The Rwandan experience is one of the most important models that may inspire many countries that have suffered and are suffering from the scourge of war and internal and external crises, due to its economic, political and social achievements that allowed achieving high development rates that made it an economic force to be reckoned with in Africa, as it became considered one of the most developed economies in the world, this is despite the tragic conditions it went through, the most severe of which was the civil war that it was exposed to, which is the most violent in the history of Africa because of the political instability it caused, the complete collapse of the economy and the comprehensive destruction of the state’s infrastructure, which was the cause of long suffering for the Rwandan people. The political and good governance that Rwanda enjoyed for more than twenty years made it take steady and deliberate steps towards achieving a real miracle of change and reform that pushed the wheel of development and put Rwanda on the path of stability and prosperity towards further development in the future.
