أثر قرارات تحالف أوبك بلس على أسعار البترول عالميا خلال الفترة 2017-2023

الملخص
يلحق تراجع أسعار البترول إلى مستويات متدنية الضرر باقتصاديات الدول المصدرة له، حيث تتراجع مداخيلها بما يؤثّر على مختلف أوجه الإنفاق العام؛ لذلك تقوم هذه الدول بمراقبة تقلبات أسعاره في الأسواق الدولية، حيث تعمل على الحد من إنهيارها. في هذا الإطار تمّ في ديسمبر 2016 تشكيل تحالف أوبك +"بلس" يضم 23 دولة مصدرة للبترول بهدف التحكم في مستويات الإنتاج، ومن ثم الأسعار. تهدف دراستنا هذه إلى محاولة الإحاطة بقرارات تحالف أوبك بلس وأثرها على اتجاهات أسعار البترول. للوصول إلى هذا الهدف إعتمدنا على فحوى القرارات أو البيانات الختامية لإجتماعات التحالف، وبيانات كل من منظمة الأوبك، ومنظمة الأوابك؛ فيما يخص مستويات الإنتاج، العرض والطلب، والأسعار. هذه الأخيرة قمنا بتحليل مدى تأثّرها من خلال دراسة تحركات متوسطها الشهري بعد كل قرار تعديل، ومن خلال تحركات متوسطها خلال فترات التعديل. توصلت الدراسة إلى جملة من النتائج أبرزها؛ أنّ قرارات تحالف أوبك بلس المتعلقة بخفض الإنتاج كانت متباينة، إلاّ أنّ أغلبها ساهم إلى حد كبير في الحد من إنهيار أسعار البترول. The decline in oil prices to low levels has caused significant damage to the economies of oil-exporting countries, as their revenues decrease, affecting various aspects of public spending. Therefore, these countries monitor price fluctuations in international markets and work to limit their collapse. In this context, OPEC+ was formed in December 2016, comprising 23 oil-exporting countries, with the aim of controlling production levels and, consequently, prices.( The objective of our study is to attempt to understand the decisions of the OPEC+ alliance and their impact on oil price trends. To achieve this goal, we relied on the content of alliance meetings' final decisions or statements, as well as data from both OPEC and non-OPEC organizations regarding production levels, supply and demand, and prices. We analyzed the extent to which oil prices were affected by studying their average monthly movements after each adjustment decision and during the adjustment periods. The study yielded several results, including the fact that OPEC+ decisions regarding production cuts were diverse, but most of them contributed significantly to mitigating the collapse of oil prices.
