ربط المساعدة على التنمية باحترام حقوق الإنسان في اتفاق الشراكة المبرم بين الجزائر والاتحاد الأوروبي

الملخص
إن مسألة احترام المبادئ الديمقراطية وحقوق الإنسان، لم تعد بالموضوع الذي تؤدي إثارته إلى أي تحفظ بحجة التدخل في الشؤون الداخلية للدول، وهو واقع التزمت به دول الجنوب المتوسطي في إطار اتفاقات الشراكة الأورو متوسطية بقبولها ولو شكليا ما يمليه عليها الاتحاد الأوروبي في إطار سياسته الخارجية، فلقد تم إقرار " شرط حقوق الإنسان" في اتفاق الشراكة المبرم بين الجزائر والاتحاد الأوروبي من خلال البند الثاني الذي يربط التعاون الاقتصادي بضرورة احترام مبادئ الديمقراطية وحقوق الإنسان التي هي عنصراً رئيسياً في الاتفاق وقاعدة للعلاقات بين الأطراف. The issue Respect for democratic principles and human rightsis no longer a topic whose rising would lead to any reservation under the pretext of interfering in the states internal affairs. It is a matter of fact to which the southern Mediterranean countries have found themselves committed within the framework of the Euro-Mediterranean Partnership Agreements by accepting, even formally, what the European Union dictates within the framework of its foreign policy, The “human rights condition”was approved in the partnership agreement concluded between Algeria and the European Union through clause two, which links economic cooperation with the need to respect the principles of democracy and human rights, which are the key element of the agreement and the basis of the relation between the said parties.
