السياسة اللغوية في الجزائر: الواقع والتحديات

الملخص
تعبّر السّياسة اللّغوية عن مجموع القواعد والمبادئ المحددة لاستخدام اللغة في البلدان، وتشمل اللغة الرسمية المعتمدة وكذا اللغة الأصلية أو تلك المتداولة في الأقاليم المحلية. ففي الجزائر مثلا لطالما تم اعتماد اللغة العربية كلغة رسمية، قبل دسترة اللغة الأمازيغية كخطوة جريئة لحماية وتحديث اللغة الأصلية لمجوعة كبيرة من الشعب. وتهدف هذه الدراسة إلى تشخيص واقع السّياسة اللّغوية في الجزائر واستخلاص تحدياتها وصعوبات تجسيدها، من خلال الإجابة على السؤال المحوري التالي: ما هو واقع تبني السياسة اللغوية في الجزائر؟ وما أهم تحديات تجسيدها؟ خلصت الدراسة إلى أنّ السّياسة اللّغوية في الجزائر معقدة نظرًا لتنوعها اللّغوي وتستلزم مزيدًا من الجهود لترشيدها بما يضمن التّعايش السليم بين اللغات والثقافات المختلفة في المجتمع، ويحسن الجودة والأداء اللغوي ويعزز التواصل داخليًا وخارجياً. The language policy expresses the set of rules and principles that define the use of language in the country, and includes the approved official language as well as the original language or that spoken in the local regions. In Algeria, the Arabic language has always been adopted as the official language of the country before the Tamazight language was constitutionalized as a bold step to protect and promote the authentic heritage of a wide segment of the people. This study aims to diagnose the reality of language policy in Algeria, and extract its challenges and difficulties in applying it, by answering the following pivotal question: What is the reality of adopting language policy in Algeria and what are the most important challenges of its application? The study concluded that language policy in Algeria is complex due to its linguistic diversity, and requires more efforts to rationalize it to ensure proper coexistence between different languages and cultures in society, improve linguistic quality and performance, and enhance communication internally and externally.
