الملخص

يعتبر المجتمع المدني داخل أي مجتمع كتعبير عن حالة الحداثة، وهو يشير إلى قيم التعاون، والفضاء العام، حيث تعمل منظمات وجمعيات المجتمع المدني، على خلق حالة من التطوع الإرادي، من أجل ترسيخ قيم التكافل والتعاون لا سيما في فترة الأزمات والكوارث، إذ تتدخّل هذه الكيانات المدنية طواعية لتقديم يد المساعدة للمواطنين، وفي نفس الوقت تقاسم الأعباء مع السلطة السياسة، وهذا ما تمت ملاحظته في مدينة تيارت، في فترة انتشار جائحة كورونا، حيث ساهم المجتمع المدني في التخفيف من انعكاسات الجائحة عن طريق الانخراط الطوعي في عمليات التوعية، جمع التبرعات، التخفيف من حدة الأزمة. وقد توصلت هذه الدراسة إلى أن المجتمع المدني ومن خلال نشاطاته الطوعية أثناء تفشي جائحة كورنا، قد ساهم في التخفيف من حدة الجائحة، مرافقة المواطنين وتوعيتهم، مرافقة السلطات المحلية والعمل على إنجاح حملات التعقيم والتلقيح، وترسيخ قيم التباعد الاجتماعي عن طريق المساعدة، فتوزيع الإعانات، نشر ثقافة الكمامة والترويج، وهذا مؤشر على أن هناك مجتمع مدني واعي في مدينة تيارت، وقادر على القيام بمهامه الأساسية. Civil society is considered within any society as an expression of the state of modernity, and it refers to the values of cooperation and public space, where civil society organizations and associations work to create a state of voluntary volunteerism, in order to establish values of solidarity and cooperation, especially in times of crises and disasters. Civilian entities voluntarily lend a hand to citizens, and at the same time share the burdens with the political authority, and this is what has been observed in the city of Tiaret, during the spread of the Corona pandemic, where civil society helped mitigate the repercussions of the pandemic by voluntarily engaging in awareness-raising, donation collection and crisis mitigation. This study concluded that civil society, through its voluntary activities during the outbreak of the Corona pandemic, has contributed to mitigating the severity of the pandemic, accompanying and educating citizens, accompanying local authorities and working for the success of sterilization and vaccination campaigns, and Consolidate the values of social separation by helping and distributing subsidies Disseminate culture and promotion of the mask, and this is an indication that there is a conscious civil society in the city of Tiaret and able to carry out its basic tasks.
