الملخص
إن المتتبع لعملية التنمية المحلية في المجتمعات النامية ـومنها المجتمعات العربية، يلاحظ على الرغم من الجهود التي بُدلت ووجهت لبناء قدرات الإدارة وتنمية مجتمعاتها المحلية منذ استقلالها، إلا أنها لا تزال تعيش ضعفا إداريا wxوتعثرا متزايدا في أداء أجهزة وحداتها الإدارية، الأمر الذي انعكس سلبا على الحياة المعيشية لدى المواطن المحلي. ونظرا لأهمية بناء قدرات الإدارة المحلية في عملية التنمية الشاملة، فإنه من الضروري أن تعمل القيادة باستمرار على تجسيد الإصلاح، وهذا لا يكون إلا بإصلاحات إدارية مستمرة ومتجددة مواكبة للتغيرات والتحولات الاجتماعية الكبرى. لذا فإن إصلاح الجهاز الإداري المحلي يجب أن يمثل أحد الأهداف الإستراتيجية ضمن إستراتيجية التنمية الشاملة. Anyone who follows the process of local development in developing societies, including Arab societies, notes that despite the efforts that have been made towards building the capabilities of administration and developing their local communities, they are still experiencing administrative weakness and an increasing faltering in the performance of their administrative units. In this case, it is necessary for the leadership to work continuously to embody reform, and renewed administrative reforms that keep pace with major social changes and transformations.
