دور أخصائي المكتبات الرقمية في تفعيل جودة التكوين لانتهاج سياسة فعالة لمشاريع الرقمنة بالجزائر: دراسة ميدانية بمؤسسة Pro-a-c-f عنابة

الملخص
إن الولوج إلى عالم الرقمية لم يعد خيارا استراتجيا، بل أضحى ضرورة حتمية تفرض التأقلم مع التغييرات والتطورات الحاصلة، والاستجابة للمتطلبات المستقبلية وتحقيق الجودة والفعالية. في ظل هذه المعطيات أصبح على عاتق المؤسسة الجزائرية تثمين مشروع الرقمنة، والذي لن يتأتى لها ذلك إلا من خلال تفعيل عنصر التكوين المبني على أسس ذات جودة فعالة وذات قدرة على التكيف مع المحيط الداخلي والخارجي للمؤسسة. وعليه فإن هذه الدراسة تهدف إلى إبراز وتثمين دور أخصائي المكتبات الرقمية في تفعيل جودة التكوين لتحقيق وإرساء مشاريع رقمنة قائمة على قواعد وأسس فعالة، وتهدف أيضا إلى الوقوف على مدى كفاءة أخصائيي المعلومات الرقمية الذين هم أساتذة علم المكتبات والمعلومات، ومدى قدرتهم المهنية والتقنية المتطورة التي لم تقتصر على مجال عملهم الأكاديمي فحسب بل امتدت إلى قطاعات أخرى، والتي نذكر من بينها قطاع الاقتصاد والخدمات. وقد تم الاعتماد على المنهج الوصفي التحلیلي لإجراء الدراسة، بحیث تم استخدام كل من المقابلة والاستبانة كأداتين رئیسيتين لجمع البیانات، وقد خلصت الدراسة إلى أن التكوين لا بد أن يخضع لضوابط ومعايير فعالة لتحقيق الهدف المنوط به، وأن المدرب الناجح هو الذي يحظى بكل من الجانب النظري والتطبيقي. الكلمات المفتاحية: الجودة، التكوين، أخصائي المكتبات الرقمية، الرقمنة، الجزائر،مؤسسة PRO-ACF Nowadays, accessing digitization is no longer a strategically choice, but an imperative necessity which imposes adaptation with the different changes and developments respond to the future requirements and achieve quality and effectiveness. In the light of these facts, it's incumbent on the Algerian institution to value the digitization project, which will only be achieved through the activation of the component of the formation based on the foundations of an effective quality and able to adapt to the internal and external environment of this institution. This study aims to shed light and evaluate the role of the digital librarian in activating the quality to achieve and establish digitization projects based on rules, and effective foundations. It also aims to determine the competence of the trainers who are the teachers of Library and Information science and their advanced professional and technical ability. But extended to other sectors including economy and services sectors. The descriptive analytical method has been applied in the study, a questionnaire and the interview was used as the main tool for data collection. The study concluded that training must be subject to effective controls and standards to achieve its aim, and that the successful trainer is the one who has both theoretical and practical aspects.
