ملخص: يكمن جوهر التنمية الحقيقية في تنمية الانسان فهو الوسيله والغاية والهدف النهائي للتنمية،ويتجسد هذا من خلال التعليم الذي ينمي طاقات وإبداعات الانسان، ليصبح مدخل التنمية والعنصر الحاسم في دفع مسيرتها، بل ويتوقف عليه رفع معدلاتها وتسريعها، لذلك اهتم الباحثون بدراسة التعليم والعوائد الناجمة عنه من أجل جعل التعليم عملية استثمارية وليست استهلاكية يتجلى ذلك في تحليل الوظائف الانتاجية والحسابية للتعليم.
