التجربة الجزائرية في رقمنة القطاع الصحي. .the Algerian Experience In Digitizing The Health Sector

الملخص

تتناول هذه الدراسة موضوع الرقمنة في المؤسسات الصحية كخيار استراتيجي تسعى من خلاله مختلف الدول وأبرزها الجزائر إلى مواكبة التطورات العلمية والتكنولوجية لمسايرة المستجدات الراهنة ومجابهة إفرازات العولمة، حيث أصبحت التكنولوجيا الرقمية اليوم ضرورة ملحة خصوصا في القطاعات الحيوية وفي مقدمتها القطاع الصحي، وتهدف هذه الدراسة الى تكييف البيئة الرقمية الجزائرية مع الإستراتيجية المتبناة وتقويمها ضمن المتطلبات الالكترونية للخدمات الصحية وتعزيزها وتفعيل المنظومة المعلوماتية ومدى تأثيرها على الخدمة الصحية ،ومن خلال النتائج المتوصل إليها والتي أفرزت عدة مقترحات أبرزها تثمين الجهود وتعزيزها بالإمكانيات اللازمة وتقليص التكاليف وإبراز النقائص من خلال تفعيل آليات وخلق أرضية رقمية صحية عصرية ناجعة وفعالة تساهم في نجاح إدارة المؤسسات الصحية. This study addresses the topic of digitization in health institutions as a strategic choice through which many countries, notably Algeria, seek to keep abreast of scientific and technological developments in order to keep pace with current developments and cope with globalization’s consequences. Digital technology is now an urgent necessity, especially in critical sectors, notably the health sector. The objective of this study is to adapt Algeria's digital environment to the strategy adopted and to evaluate it within the electronic requirements of health services and to enhance it and activate the information system and its impact on the health service. and through the results reached, which gave rise to several proposals, the most important of which were to value and strengthen efforts with the necessary capabilities, reduce costs and highlight shortcomings through the activation of mechanisms and the creation of efficient and effective modern digital health system that contributes to the success of the health institutions’ management.
