الملخص
ملخص: تهدف الدراسة إلى معرفة درجة تقييم المجتمع المحلي لأداء المجلس الشعبي الولائي لولاية تيسمسيلت للعهدة الانتخابية (2021-2017)، كون المجلس الحالي المنبثق عن انتخابات نوفمبر 2021 حديث التنصيب، تمت هذه الدراسة في ضوء المتغيرات الديمغرافية:الجنس، السن، المؤهل العلمي، الانحدار الطبقي، المهنة، ومن أجل بلوغ أهداف الدراسة، تم استخدام الاستبيان كأحد أدوات جمع البيانات وتحليلها، بواسطة برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS)، لعينة من المجتمع المحلي مكونة من (415) مواطن وتوصلنا من خلالها أن هناك اختلاف في تقييم أداء المجلس الشعبي الولائي بحسب المتغيرات الديمغرافية تعزى لمتغيري السن والمؤهل العلمي ، كما أن المجتمع المحلي تقييمه متوسط لأداء المجلس الشعبي الولائي، وأسباب تدني مستوى أدائه تعود إلى قلة كفاءة أعضائه، غياب الديمقراطية التشاركية، وتوسع المركزية الإدارية. Abstract : The study aims to know the degree to which the local community evaluates the performance of the State People's Assembly of Tissemsilt, for the electoral term (2017-2021), as the current assembly emanating from the November 2021 elections is a recent inauguration ,This study was carried out in the light of demographic variables: gender, age, educational qualification, class regression, occupation, and in order to achieve its study objectives, the questionnaire was used as one of the data collection and analysis tools, by means of the Statistical Package for Social Sciences (SPSS) program for a sample of the local community composed of out of (415) citizens, and through it we concluded that there is a difference in evaluating the performance of the wilaya popular council according to demographic variables due to the variables of age and educational qualification, and that the local community evaluates it average for the performance of the wilaya popular council, and the reasons for its low level of performance are due to the lack of competence of its members, the absence of democracy Participation, and the expansion of administrative centralization
