سياسة تحديد أسعار الأدوية الجزائرية الصنع في إطار المقاربات القانونية المستحدثة

الملخص
ملخص: ندرس في هذا المقال السياسة التسعيرية للأدوية المتبعة في الجزائر عند الإستيراد(FOB) وعند الإنتاج(PCSU)، بما في ذلك سعر البيع العمومي(PPA) والسعر المرجعي للتعويض(TR)، ودورها في تشجيع عملية بعث وتطوير صناعة صيدلانية محلية تهدف إلى توفير الأدوية والتقليل من فاتورة الإستيراد التي انتقلت من 2مليار دولار سنة 2012 إلى 1 مليار دولار سنة 2022، وذلك بترقية وتعزيز وتوسيع عملية استهلاك الأدوية الجنيسة (Générique) بالنظر إلى أسعارها المنخفضة مقارنة بأسعار الأدوية الأصلية(Princeps)، التي عرفت في الآونة الأخيرة انخفاضا ملحوظا قدر بحوالي 9 % . كل ذلك بهدف الإطلاع والتعرف على الميكانيزمات المعتمدة في عملية تحديد أسعار الأدوية في الجزائر، حيث توصلنا إلى أن العملية تعتمد خاصة فيما تعلق بالأدوية المصنعة محليا على الدراسات الإقتصادية و/أو الصيدلانية-الإقتصادية، والدراسات المقارنة بين أسعار الأدوية من نفس الصنف العلاجي المسوقة محليا وإقليميا ودوليا، مع الأخذ بعين الإعتبار نسبة الإدماج وكل متغيرات سعر الصرف. كلمات مفتاحية: التسعيرة المرجعية للتعويض، الأدوية الجنيسة، الأدوية الأصلية، سعر البيع العمومي، نسبة الإدماج. تصنيفات JEL: L11, E310, D400 Abstract: In this article, we study the pricing policy of medicines used in Algeria for both imported (FOB price) and locally manufactured (PCSU) products, including the setting of both Algerian Public Price (PPA) and the reference price (TR) for retail products, highlighting the role of this price regulation in encouraging the development of a local pharmaceutical industry and reducing the import bill that decreased from more than 2 billion dollars in 2012 to about 1 billion dollars in 2022, by promoting and expanding generics consumption given their low prices compared to those of original drugs (princeps) that also recently decreased by about 9% with the arrival of these competitive generics. The aim of this study is to identify the mechanisms of the price regulation in Algeria, concluding that the process is mainly based on comparative analysis with prices of medicines from the same therapeutic area marketed locally and/or internationally in addition to considering the pharmacoeconomic studies and taking into account both integration rate and the variation of exchange rates.
