واقع تبني وتطبيق إستراتيجية وطنية للشمول المالي بالدول العربية: دراسة حالة الجزائر ومصر

الملخص
ملخص: هدفت هذه الورقة البحثية إلى التعريف بالشمول المالي وواقعه بالمنطقة العربية، بالتركيز على معرفة جدوى تطبيقه في دولتي الجزائر ومصر، لما له من أهمية كبيرة في تحقيق النمو الاقتصادي والرفاهية للمجتمع، حيث تم الاعتماد على المنهج الوصفي التحليلي في الدراسة، بوصف الجانب المفاهيمي الخاص بالشمول المالي وتحليل المعطيات التي تخصه بدولتي الجزائر ومصر، وقد تم التوصل إلى أن الدولتين من ضمن الدول العربية التي أولت أهمية للشمول المالي حيث وضع ضمن خططهما وسياساتهما، وتم تعزيز الاهتمام به خاصة في ظل جائحة كورونا، إضافة إلى السعي نحو وضع إستراتيجية وطنية واضحة للشمول المالي من خلال مختلف الإجراءات المطبقة، إلا أنه تم تسجيل مستوى ضعيف للشمول المالي بالدولتين، لأسباب عدة كغياب الوعي والتثقيف المالي وانعدام الثقة في النظام المالي. كلمات مفتاحية: الشمول المالي، الإستراتيجية الوطنية للشمول المالي، التنمية، الجزائر، مصر. تصنيفات JEL : G29، O1،O55 Abstract : This research paper aimed to define the financial inclusion and its reality in the Arab region by focusing on knowing the feasibility of its application in both Algeria and Egypt, because of its great importance in achieving economic growth and luxury for society. It has been related on the descriptive analytical approach by describing the conceptual framework of the financial inclusion and even analyzing the date related to it in either Algeria and Egypt .It was concluded that the two countries are among the Arab countries that have attached importance to financial inclusion, as it was included in their plans and policies due to the financial facilities it provides and the creation of financing opportunities. Then, it enhancing interest in it, especially in light of the Corona pandemic. On the other hand, it achieving to put a clear national strategy for the financial inclusion through the applied procedures. However, it has been recorded a weak level of financial inclusion in the two countries because of the lack of awareness, financial education and the lack of confidence in the financial confidence.
