دور البلدية في تحقيق التنمية المحلية المستدامة

الملخص
تطور دور البلدية في المجال التنموي وتطور مفهوم التنمية المحلية بالموزاة منذ الاستقلال, اسندت بداية للبلديات مهمة تسيير المرافق العمومية وانجاز الضروري منها, نظرا لقلتها أو انعدامها في بعض الحالات. في اطار النظام الاشتراكي, بسبب الوضعية الاقتصاديات المحلية المتدنية بالخصوص,كلفت البلديات اساسا بانجاز الهياكل القاعدية و بتنشيط التنمية على المستوى المحلي, بمساعدة أجهزة الدولة و باعانتها المالية . منح تعديل قانون البلدية 90/30 للبلديات صلاحيات تهذف الى استقلالية أكبر في اتخاذ القرارات وتمويل المشاريع التنموية المحلية ,برصد الموارد اللازمة . لم تمكن صعوبات عملية و تسييرية من الرقي بالتنمية المحلية الى مستوى يلبي الاحتياجات و الانشغالات المواطن المحلي . بفعل تقدم مقارابات التنمية و التسيير, ادرج القانون 10/11 المتعلق بالبلدية اساسا مفهوم حوكمة التسيير ومفهوم التنمية المحلية المستدامة بأبعادها المتعددة كما ادرج مفهوم الديمقراطية التشاركية في ادارة البلديات. The evolution of the role of the municipality in the development field and the development of the concept of local development in Moza since independence, the municipalities were initially assigned the task of running public facilities and completing the necessary ones, given their lack or absence in some cases. Within the framework of the socialist system, due to the low local economic situation in particular, the municipalities were mainly tasked with implementing the basic structures and stimulating development at the local level, with the help of state agencies and their financial aid. The amendment of Municipal Law 90/30 grants municipalities powers aimed at greater independence in making decisions and financing local development projects, by allocating the necessary resources. Practical and managerial difficulties did not enable local development to reach a level that meets the needs and concerns of the local citizen. Due to the progress of development and management approaches, Law 10/11 related to the municipality incorporated the concept of management governance and the concept of sustainable local development with its multiple dimensions, as well as the concept of participatory democracy in the management of municipalities.
