تحليل السياسة العامة ... مدخل معرفي – منهجي لتبسيط الفهم

الملخص
يستهدف المقال البحث في عملية تحليل السياسة العامة، المهمة التي أصبحت في الوقت الراهن تحضي بالأهمية، خاصة مع نجاح محاولات جعلها بمثابة حقل علمي قائم بذاته له أدواته ومنهجيته ، ما جعله كأحد التخصصات الفرعية لعلم السياسة، بالنظر إلى ما يقدمه تحليل السياسة العامة من جدوى عندما يتعلق الأمر بفهم ورصد بدائل السياسة العامة المتوفرة أمام صانع القرار، ومهمة اختيار الأنجع منها كونها تصورات حلول لمختلف المشاكل التي تواجه حكومات الدول، أي أن عملية تحليل السياسات العامة هي عامل مساعد للحكومات في مهمة إدارة شؤون الدولة والمجتمع، حيث خلص المقال إلى أن تحقيق كل ذلك، يستلزم الإحاطة علما بكل مراحل عملية صنع السياسة العامة وتعقيداتها، هذا ما توفره عملية التحليل التي أصبحت قائمة على أساليب ومنهجية جعلت من بدائل السياسة العامة قابلة للقياس، عندما وفق المشتغلين في هذا الحقل المعرفي في وضع هذه البدائل وكذا مخرجات السياسة في أرقام ومعادلات رياضية. The article aims to investigate the process of public policy analysis, a task that has become very important nowadays. This is evident in the success of attempts to make it a stand-alone scientific field with its own tools and methodology, which made it one of the sub-disciplines of political science, given what policy analysis can offer. The analysis process that is useful when it comes to understanding and monitoring the public policy alternatives available to the decision-maker, and the task of selecting the most effective ones as they serve as solutions to the various problems facing the governments of countries. Until all this is achieved, all stages and complexities of the public policy-making process must be taken into account, as this is provided through the analysis process that has become based on the methods and methodologies that made the public policy alternatives measurable. When those working in this field of knowledge succeeded in making the alternatives and outputs of politics in numbers and mathematical equations.
