الأنظمة التحفيزية والشروط المؤهلة للاستفادة من المزايا الموجهة للاستثمار

الملخص
وفقا لأحكام القانون رقم 22-18، حدد المشرع الجزائري مجالات الاستثمار التي يمكن لها الاستفادة من المزايا، واشترط أن يكون الاستثمار بقصد تطوير قطاعات النشاطات ذات الأولوية وذات قيمة مضافة عالية، مع ضمان تنمية إقليمية مستدامة ومتوازنة وكذا تثمين الموارد الطبيعية والمواد الأولية المحلية وتفعيل استحداث مناصب شغل دائمة، وتدعيم تنافسية الاقتصاد الوطني وقدرته على التصدير. الأمر الذي فرض تقديم تحفيزات ومزايا للمستثمرين، قسمت إلى النظام التحفيزي للقطاعات ذات الأولوية، والنظام التحفيزي للمناطق التي توليها الدولة أهمية خاصة، إضافة للنظام التحفيزي للاستثمارات ذات الطابع المهيكل، من أجل إنشاء بيئة ومناخ استثماري ملائم ومحفز للاستثمارات المحلية والأجنبية. ولأجل التكفل الأمثل بالمشاريع الاستثمارية، تلعب الوكالة الجزائرية لترقية الاستثمار دور المرافق للاستثمارات داخل الجزائر وخارجها، إلى جانب الشباك الوحيد ذي الاختصاص الوطني بصفته منسقا وحيدا للمشاريع الكبرى والاستثمارات الأجنبية والشبابيك الوحيدة اللامركزية. According to the provisions of law No 22-18, tha Algerian legislator has identified the fields of investment, which can benifit from the advantages, and stipulates for investment to develop the sectors of the preritized high value added activities, while guaranteeing a balanced and sustainable regional development, as well as, valuing the local natural ressources and raw materials, creating permanent posts, and supporting the competiveness and export capacity of the national economy. This, imposing to provide stimulations and advantages for the inventors, which were devided into incentive system of the prioritized sectors, and the incentive system for the regions which the state attaches a particular importance. Beside, the incentive system of the structured investments, aimed at the creation of a stimulated and suitable environment and the investment climate for the local and foreign investments. And for an optimum ensure of the investment projects, the Algerian Investment Promotion Agency plays he role of an accompanying investments in Algeria and abroad , along with the one stop shop of the national juridiction, being the sole coordintor for the major projects , foreign investments, and the decentralized one stop shop.
