الملخص
:الملخص يعتبر موضوع المخدرات والمؤثرات العقلية موضوعا في بالغ الاهمية في القوانين الوطنية والمواثيق الدولية لحقوق الإنسان، ومحورا من المحاور الاساسية في اشغال المؤتمرات الدولية ذات الصلة بالصحة وذلك لآثارها الوخيمة على الصحة البدنية والعقلية للفرد، باعتبارها مواد مسممة للجهاز العصبي للإنسان وسببا في إعاقة الاستقرار الاجتماعي والاقتصادي والسياسي للدول، باستثناء الجوانب العلاجية المستخدمة فيها، حيث تقتضي مكافحتها والحد من استهلاكها والاتجار بها تكاتف جهود كل الدول، والمنظمات الدولية الحكومية وغير الحكومية، وتنظيمات المجتمع المدني في الدول، لتأمين الشق الصحي والاجتماعي للفرد والمجتمع Abstract: The subject of narcotics and psychotropic substances is a very important topic in national laws and international human rights charters, and one of the main axes in the work of international conferences related to health, due to its dire effects on the physical and mental health of the individual, as they are poisonous to the human nervous system and a reason for impeding social, economic and political stability For countries, with the exception of the therapeutic aspects used in them, where combating them and limiting their consumption and trafficking requires the concerted efforts of all countries, international governmental and non-governmental organizations, and civil society organizations in countries, to secure the health and social aspect of the individual and society.
