تدخل المجتمع الدولي لحماية الأطفال في ظل تفاقم ظاهرة الاستغلال الجنسي لهم عبر الفضاء الالكتروني

الملخص
ملخص: يشهد الوقت الحالي إقبالا كبيرا للأطفال على استعمال الفضاء الالكتروني ووسائل التواصل الاجتماعي، والاستناد إلى البرامج المستحدثة والحلول الرقمية المتطورة، بغية الترفيه أو التعلم أو الاتصال مع العالم الخارجي، الأمر الذي أدى إلى تنامي الجرائم الالكترونية المرتبطة باستغلال الأطفال جنسيا عبر شبكة الانترنت، بالخصوص في ظل غياب رقابة الأولياء على أبنائهم، فقد تم استدراجهم واستغلالهم في العديد من المرات من قبل العصابات والمنظمات الإجرامية العالمية وذوي النفوس المريضة من متصيدي الجنس. وأمام تفاقم هذه الظاهرة وتزايدها المستمر جراء الاستخدام غير الآمن للمواقع الالكترونية، أصبحت تشكل معضلة عالمية، إذ ليس ثمة دولة بمنأى عنها، لذا سعى المجتمع الدولي لمكافحتها من أجل الحد منها واستئصالها، من خلال إبرام العديد من الاتفاقيات الدولية وعقد عدة مؤتمرات دولية، ومحاولة بعض المنظمات الدولية الحكومية منها وغير الحكومية إيجاد سبل فعالة لمكافحتها. إلا أنه ومع ذلك لا يزال الأطفال يقعون ضحايا لهذه الجريمة. لذلك جاءت هذه الدراسة من أجل السعي لتقديم الحماية الدولية المناسبة واللازمة للأطفال من استغلالهم جنسيا عبر الفضاء الالكتروني، وذلك بإبرام المزيد من الاتفاقيات الدولية وتنظيم مؤتمرات دولية لمواكبة مختلف التطورات السريعة للجانب التكنولوجي الذي انجر عنه تطور متواصل لوسائل ارتكاب هذه الجريمة، فقد أدرك المجتمع الدولي أن الاهتمام بالأطفال وحمايتهم من هذه الإساءة هو ضمان لاستمرارية المجتمع وتطوره باعتبارهم أجيال المستقبل. Abstract: Nowadays, the ue of cyberspace particularly, social media by children has been growing expedentionally which led to the making of innovative programs and advanced digital solutions, in order to entertain, learn, or communicate with the outside world, which consequently caused the growth of electronic crimes related to the sexual exploitation of children through the Internet, especially in light of the absence of parental control over their children, as they have been lured and exploited several times by gangs, global criminal organizations and sex trolls. Based on the aforementioned and in light of the exacerbation and continuous increase of this phenomenon caused by the unsafe use of websites, it has become a global dilemma, as no country is immune from it, so the international community has sought to combat it in order to reduce and eradicate it, by concluding many international agreements and holding several international conferences, and trying some International governmental and non-governmental organizations find effective ways to combat it. Nonetheless, children are still victims of this crime. On this basis, the present research aims to provide appropriate and necessary international protection for children from their sexual exploitation through cyberspace, by concluding more international agreements and organizing international conferences to keep pace with the various rapid developments of the technological aspect that resulted in a continuous development of the means of committing this crime. The international community has realized that Taking care of children and protecting them from such abuse is a guarantee for the continuity and development of society as future generations.
