الملخص

أصبحت المؤسسات العمومية الركيزة الأساسية للتنمية الاقتصادية و الاجتماعية و التوجهات الإستراتيجية في الدول الغربية، خصوصا بعد الأزمات المالية الكبرى التي شهدها العالم خلال العقدين الأخيرين. عكس الدولة الجزائرية التي لا تزال تعاني من ضعف أداء مؤسساتها العمومية، فعوض أن تحقق هذه الأخيرة الهدف الاقتصادي المنشود منها ،شكلت عبئا ثقيلا على الخزينة العمومية للدولة ، و ذلك بسبب الخلل الموجود في إدارتها و تسييرها حسب ما أكدته الدراسات و الأبحاث . لذلك أصبح من الضروري إعادة النظر في سياسة إدارة هذه المؤسسات و التوجه نحو البحث عن طرق و آليات جديدة لمعالجة الخلل الموجود في تسييرها من أجل الوصول إلى أحسن الأداء و الارتقاء بها و تأهيلها للاندماج في الاقتصاد العالمي. و هذا ما سنسعى له من خلال هذه الورقة البحثية. Public institutions have become the mainstay of economic and social development and strategic directions in occidental countries, especially after the major financial crises that the world has witnessed in the last two decades. Unlike the Algerian state, which still suffers from the weak performance of its public institutions. A great burden on the state’s public treasury, due to the defect in its management and management, as c confirmed by studies and research Therefore, it has become necessary to reconsider the management policy of these institutions, and to go towards searching for new ways and mechanisms to address the existing defect in their management in order to reach the best performance, upgrade them and qualify them for integration into the world economy , and this is what we will seek through this research paper.
