واقع الأمن الغذائي في إفريقيا: البحث في الأسباب والآثار المترتبة عنه

الملخص
يشكل الغذاء وتحقيقه بالمستويات اللازمة ذو ضرورة حتمية للوجود الإنساني، ومنذ القديم كان الإنسان يبحث عن بقائه واستمراره، وهو ما لن يتحقق إلا في ظل تحقق مجموعة من الشروط ومن بينها، توفيره للغذاء الذي يمكنه من العيش، وربما هذا الشرط هو أولها وأكثرها أهمية، بالنظر إلى أن الإنسان الأول في العصور الأولى ومنذ أول الخلق راح يبحث مباشرة عن غذاء يأكله، قبل أن تتطور اهتماماته إلى الأمور الأخرى، كالمسكن والملبس...، كما راحت النظريات المفسرة للعقد الاجتماعي التي جاءت بتلك العلاقة بين الحاكم والمحكوم والتي ركزت في بدايتها على ضرورة تحقيق الأمن بكل مستوياته، ولعل أهم هذه المستويات هو ما يرتبط بالغذاء، أو ما يعرف بالأمن الغذائي، هذا الأخير له دلالة أوسع من حصول الفرد على أكله الضروري لوقت واحد وإنما هو أبعد من ذلك والذي يرتبط بتحقيقه بالشكل الدائم والمستمر دون المساس بأمنه النفسي والاجتماعي ... Food and its attainment at the necessary levels are such an imperative of the human existence that , from ancient times, man has fought for his survival. This can only be achieved when a number of conditions have been met;among them, the provision of food which enables him to live. This condition is perhaps the first and the most important one, considering that the first human being in the earliest ages ,and from the beginning of time, began to search directly for food to eat before his interests developed to other things, such as housing and clothing...etc. Moreover, the explanatory theories of the social contract that came about through that relationship between the ruler and the governed, which focused at the outset on the necessity of achieving security at all levels, have disappeared. Perhaps, the most important of these levels is what is related to food, or what is known as food security. This latter has a wider significance than obtaining the food necessary for one person at a time, but it is still further, which is linked to achieving it permanently and continuously, without compromising his psychological and social security
