اثر تطبيق برامج التشغيل على التخفيف من معدلات البطالة "دراسة مديرية التشغيل لولاية ادرار"

الملخص
لمسألة التشغيل أهمية بالغة بالنسبة لتطور المجتمعات، وهذا ما أعطى مكانة بارزة للمقاربة السوسيولوجية في مقاربة مفهوم التشغيل كونه حجرة الزاوية في تنمية المورد البشري من خلال دراسات عديدة تصب في موضوع سياسة التشغيل...فأهتمت الدول بهذا الموضوع وعملت جاهدة على صنع سياسات تصب في عالم التشغيل بهدف تحقيق التطور الاجتماعي والحد من شبح البطالة. وتعتبر الجزائر من بين الدول النامية التي سعت ومنذ الاستقلال إلى إحداث نقلة في مجال التنمية والنهوض بالاقتصاد، فتميز سوق العمل في الجزائر منذ الثمانيات بارتفاع كبير في نسبة البطالة التي مست كل فئات المجتمع لا سيما الشباب وأصحاب الشهادات العلمية، مما أدى إلى تفاقم مشكل البطالة التي هي عبء ثقيل على المجتمع وتؤدي إلى الكثير من المخاطر الاجتماعية وحتى السياسية، فالاستقرار السياسي مرهون بقدرة الدولة على خلق المزيد من الوظائف لقوة طلب العمل المتزايدة وأمام تفاقم هذه الظاهرة والعجز الناجم عن فقدان التوزان في سوق العمل. وبدأ هذا المشكل يشكل تهديداً في المجتمع مما استلزم على الدولة الشروع في إجراءات وتدابير لتخفيف من حدة البطالة وسلبياتها خاصة أوساط الشباب وتمثلت هذه الاجراءات في صنع برامج عديدة لترقية الشغل وإنشاء هياكل مخصصة لتنفيذها، ووضع تسهيلات بنكية لاستفادة منها في تحريك عجلة التشغيل والاستمثار. The issue of employment is of great importance to the development of societies, and this is what gave a prominent position to the sociological approach in the approach to the concept of employment as it is the cornerstone of human resource development through numerous studies that focus on the issue of employment policy ... so the countries paid attention to this issue and worked hard to make policies that would contribute to the world Employment aims to achieve social development and reduce the specter of unemployment. Algeria is considered among the developing countries that, since independence, have sought to make a shift in the field of development and the advancement of the economy. The labor market in Algeria since the 1980s has been characterized by a significant increase in the unemployment rate that affected all groups of society, especially young people and those with academic degrees, which led to the aggravation of the unemployment problem that It is a heavy burden on society and leads to many social and even political risks. Political stability depends on the ability of the state to create more jobs due to the increasing strength of the demand for work and in the face of the exacerbation of this phenomenon and the deficit caused by the loss of balance in the labor market. This problem began to pose a threat in society, which necessitated the state to initiate measures and measures to alleviate unemployment and its disadvantages, especially among the youth. These measures were represented in making numerous programs for the promotion of work and establishing structures dedicated to their implementation, and setting up banking facilities to be used in moving the wheel of employment and investment.
