الاتجار بالبشر في العراق (الأسباب -الآثار -المعالجات)human Trafficking In Iraq (causes - Effects – Treatments)

الملخص

على الرغم من مصادقة العراق على الاتفاقيات الدولية منها والمحلية في مجال الاتجار بالبشر، إلا مع ذلك، تعددت اشكالها بين(العمل القسري/الاستغلال الجنسي للنساء والأطفال/الاتجار بالأعضاء البشرية) لأسباب قد تكون(اقتصادية واجتماعية وسياسية: ارتفاع معدلات الفقر/ ثورة المعلومات والاتصالات/ الهجرة من الأرياف/ التفكك الأسري/ عدم جدية الحكومات في مكافحة تجارة البشر وعدم تفعيل التشريعات القانونية،،الخ))، وما ينجم عنها من آثار(اقتصادية /اجتماعية/ سياسية: تحريم الدولة من القوى البشرية/ تشويه هيكل الدخول/ /الإحساس بعنصري الهيمنة والوحدة /إتلاف الصحة العامة/ افساد سلطة الحكومة/انتهاك حقوق الانسان،،الخ)، وتوصلت الدراسة الى نتائج عدة منها(إعادة بناء الهياكل التنظيمية للمؤسسات الأمنية والعسكرية/ تفعيل دور مؤسسات المجتمع المدني والمؤسسات الاكاديمية والدينية والمنظمات غير الحكومية/ الاهتمام بالطفولة والنساء،،الخ). Despite Iraq's ratification of international and local conventions in the field of human trafficking, however, its forms varied between (forced labor / sexual exploitation of women and children / trafficking in human organs)for reasons that may be (economic / social / political: high rates of poverty / information and communications revolution / migration from rural areas to cities / family disintegration / lack of seriousness of governments in combating human trafficking and lack of legal legislation, etc.)),and the resulting effects (economic / social / political: depriving the state of human forces / distorting the entry structure / feeling the elements of domination and unity / damaging public health / corruption of government authority / violation of human rights, etc.). The study reached several results, including:(rebuilding the organizational structures of the security and military institutions / activating the role of civil society institutions, academic and religious institutions and non-governmental organizations / caring for children and women, etc.).
