الملخص
الملخص: أضحى مقترب الأمن الثقافي يؤكد على قيمة الإنسان الثقافية ومحوريته في تطوير السياسات الأمنية نحو تحقيق وبناء أمن دول تحترم الخصوصية وتبادل الأفكار واختلاف الانتماء والهوية والتعامل معها على أساس من المساواة، لأن الحقوق الثقافية مكفولة للجميع وليس لفئة دون أخرى، حيث تلعب الأنسنة الثقافية بديلا حضاريا لبناء الأمن الثقافي ، لأنها المحور والأساس القيمي لحماية الاختلافات والمحافظة على الخصوصيات والتي مركزها المواطن الثقافي ، وهي غير محددة بجنس أو عرق أو دين، والذي يسعى من خلالها إلى تقليص تمركز الدولة إلى تمتع هذه الأخيرة باللامركزية الثقافية في إطار الكوننة الإنسانية، وليس الكونية القيمية والعولمة الموحدة ، أو القائمة على نمط واحد يعمل على تآكل الثقافة واضطرابها بدلا من بناءها وتفعيلها، مما يؤدي إلى تحولات عميقة تمس الأمن الثقافي وتعرض الثقافات للعنف والصراع بين الحضارات والأمم. Abstract: The cultural securityapprocging confirms at the human culture and his rol in devlopping the political securityto achieveand build a safe countries,which respect the privacy,exchanging ideas and the defference in affiliation, identity, reasning with it in a basis of equality because the cultural rights are for all and not for a specific one, so jumanisme plays a sifilizedaltermative to build cultural security because it’s the jub and the value basis to protect the diferences and to preserve the privacies ,especially the cultural citizen without gender,sex and religion due to it , it should reduce the state,centring , it is caracterized by the cultural decentralization,intje context of the cosmic and hman nor the cosmic value andthje unified globlization or based on one style which works on the influence of the cultures and its disturbance insteadof buildingand activating it which has a result to deep transformation which touches the cultural securityand cultures subject to violence and the conflict between nations and civilizations.
