الملخص
ملخص: إن التحولات الراهنة التي يشهدها العالم على مختلف الأصعدة،تراهن في برامجها وأجندتها على الدور الوظيفي الهام للمرأة ،ليس فقط كونها تشكل نصف المجتمع،وإنما باعتبارها عنصرا فعالا ومتفاعلا والأحداث الوطنية والدولية. لا زالت مسألة تواجد المرأة في مواقع القيادة والتمثيل النيابي في المجالس المنتخبة ،تشكل إحدى المحاور الهامة التي حملتها الدساتير الحديثة خصوصا تلك المتأثرة باتفاقية (سيداو 1979). تبرز أهمية هذه الدراسة في كونها تعالج مسألة التمكين السياسي للمرأة من خلال الإجابة عن الإشكالية التالية: .إلى أي مدى يؤّثر البناء الاجتماعي الحضاري والثقافي على المشاركة السياسية للمرأة ؟ وما الدور الذي لعبه نظام الكوتـــا في توسيع حظوظ مشاركة المرأة الجزائرية في المجالس المنتخبة؟ تهدف هذه الدراسة إلى سرد أهم المعوقات التي تحول دون ولوج المرأة إلى مواقع صنع القرار السياسي وتقلص من حظوظ تمثيلها النيابي في بلدها. توصلت هذه الدراسة إلى عرض ديمومة النظرة الاجتماعية الذكورية ،والى المعتقدات الدينية الخاطئة التي باتت تكرس دونيتها ،حتى يبقى الرجل هو الأجدر بالقيادة والقادر على الريادة ،وهو الأمر الذي وسع من حدة الفجوة بين الجنسين وصعب من تجاوز الفوارق الجندرية التي تخدم الحقوق الذكورية . Abstract: The current transformations that the world is witnessing at various levels, betting in its programs and agendas on the important functional role of women, not only because they constitute half of society, but as an active and interactive element and national and international events. The issue of the presence of women in positions of leadership and representation in elected councils remains one of the important axes that modern constitutions carry, especially those affected by the agreement (CEDAW 1979). The importance of this study is highlighted in that it addresses the topic of obstacles that prevent women from reaching their goals, from the male social view to the wrong religious beliefs that underlie it, while the man is the most worthy and capable of leadership and leadership, which exacerbated the gender gap It is difficult to overcome the gender differences that serve male rights, and reduce women's chances of entering political decision-making positions. This study was based on the descriptive approach that reveals the reality of women's political representation, and stands at the mechanisms that enhance their position and preserve their rights from the benefits of political processes. And their roles are highlighted in proposing bills that develop their capabilities and improve their condition.
