الملخص
لقد أصبحت مسألة تعزيز الحقوق السياسية للمرأة حق من حقوق الإنسان وركنًا أساسيا لقيام أي نظام ديمقراطي، بل ويقاس تطور ونمو أي نظام سياسي بدرجة التمكين في المشاركة السياسية للمرأة، والتي تعــد عملية الإصلاح السياسي واحدة من أهم الملامح الرئيسية للتطور السياسي الذي شهدتـه دول العالم الثالث عامة ودول المغرب العربي بصفة خاصة مع نهاية الثمانينيات والنصف الأول من التسعينيات، تزايدت معها حالات الانتقال من نظم لا ديمقراطية إلى نظم أكثر ديمقراطية تقوم على التعددية السياسية، الأمر الذي من شأنه الإسهام جديا في تطوير بنية العملية السياسية وتحديث آلياتها، وكفالة أسباب التطور السياسي وضمانه، وتهدف هاته الدراسة إلى رصد مختلف الأطر التشريعة القانونية والمؤسساتية التي كفلتها الجزائر من أجل تعزيز الحقوق السياسية للمرأة وتباين مدى انعكاسها على واقع مشاركتها السياسية في المجالس المحلية خلال الفترة الممتدة من 1997 إلى 2012. - رقم الهاتف: 0697217372(قندوز علي)، - 0780054857( بن داود براهيم) Abstract: -The issue of promoting women's political rights has become a human right and a cornerstone of any democratic system. Indeed, the development and growth of any political system are measured by the degree to which women are involved in political activities. Rising women’s political participation level was regarded among the most important axis of the political reform process, third world countries in general and Maghreb Countries in particular, was engaged in with the end of the 1980’ and the first half of the 1990’, and which accelerate the transition of these countries from authoritarian to more democratic regimes and tolerance of political pluralism, with its positive impact on development of the whole political process. This study aims to expose the various legal and institutional mechanisms that Algerian state has guaranteed in order to promote women's political rights, and to what extent these legal instruments has altered positively the state of women’s participation in local politics . during the period of 1997 through 2012
