الملخص
أصبح الاقتصاد الاخضر في الاونة الاخير مفهوماً ذو أهمية بالغة في معظم الاقتصادات العالمية لدوره الحيوي في الربط الايجابي بين الجانبين البيئي والاقتصادي على حد سواء وذلك في ظل التحديات البيئية المصاحبة للأنشطة الاقتصادية المختلفة ، فأهمية البرامج الخضراء تنبع من عدة جوانب أو أثار أيجابية مصاحبة لتطبيق هذه البرامج تتمثل في التقليل من الكلف المستقبلية المصاحبة للمشاكل البيئية من جانب ومن جانب أخر أثره الايجابي على الفرد والمجتمع. وتناول البحث أهم التجارب الخضراء على المستويين الاسيوي والعربي مع الاشارة الى تحديات تطبيقه في العراق خصوصاً في ظل الظروف التي عايشها العراق في السنوات الماضية وما يعيشه حالياً من ظروف سياسية وأقتصادية ، فالهدف من هذه التجارب هي محاولة العراق للأستفادة منها ولو جزئياً كبداية و بالأخص في مجالات الطاقة المتجددة. وأشار البحث الى التحول الاخضر في العراق لا يمكن أن يأتي الأ ببناء نموذج نمو أقتصادي مستدام في ظل حالة من التنوع في مصادر الناتج والخروج من حالة الاعتماد على المورد النفطي في تمويل نفقاته العامة بحيث أصبح أي تقدم أقتصادي رهناً للتقلبات في أسعار النفط العالمية . The green economy has recently become a concept of great importance in most global economies for its vital role in the positive link between the environmental and economic aspects alike, in light of the environmental challenges accompanying various economic activities. The importance of green programs stems from several aspects or positive effects accompanying the application of these programs It is represented in reducing the future costs associated with environmental problems on the one hand, and on the other hand, its positive impact on the individual and society. The research dealt with the most important green experiences at the Asian and Arab levels, with reference to the challenges of its application in Iraq, especially in light of the circumstances that Iraq has experienced in the past years and the political and economic conditions it is currently experiencing. sustainable energy. The research indicated that the green transformation in Iraq can only come by building a sustainable economic growth model in light of a state of diversity in the sources of output and an exit from the state of dependence on the oil resource in financing its public expenditures, so that any economic progress became subject to fluctuations in international oil prices. L'économie verte est récemment devenue un concept d'une grande importance dans la plupart des économies mondiales pour son rôle essentiel dans le lien positif entre les aspects environnementaux et économiques, à la lumière des défis environnementaux qui accompagnent diverses activités économiques. L'importance des programmes verts découle de plusieurs aspects ou effets positifs accompagnant l'application de ces programmes. La recherche a porté sur les expériences vertes les plus importantes aux niveaux asiatique et arabe, en référence aux défis de son application en Irak, en particulier à la lumière des circonstances que l'Irak a connues ces dernières années et des conditions politiques et économiques dans lesquelles il se trouve actuellement. éprouver. l'énergie durable. La recherche a indiqué que la transformation verte en Irak ne peut venir qu'en construisant un modèle de croissance économique durable à la lumière d'un état de diversité dans les sources de production et une sortie de l'état de dépendance à l'égard de la ressource pétrolière dans le financement de ses dépenses publiques, donc que tout progrès économique devenait soumis aux fluctuations des prix internationaux du pétrole.
