التهديدات الأمنية الجديدة وسبل مواجهتها: أي دور للحدود الذكية؟

الملخص
ملخص شهدت مرحلة ما بعد نهاية الحرب الباردة بروز تهديدات أمنية جديدة تمس الدولة من جهة والفرد من جهة أخرى، ولم تعد الحدود السياسية التقليدية قادرة على مواجهة خطر هذه التهديدات الجديدة بل أصبحت الحدود تمثل مصدر توتر أمني بالنسبة إلى العديد من الدول، والتي باتت غير قادر على احتواء المخاطر الأمنية الجديدة وتفسيرها وتوفير الوسائل والإمكانيات لمواجهتها، ممّا أدى إلى إعادة النظر في الافتراضات الأساسية لمفهوم التهديدات الأمنية على المستوى العالمي من جهة وفي آليات مواجهتها من جهة ثانية، ما أفرز جدلا حول طبيعة ومكونات مفهوم الأمن وضرورة توسيعه وإضافة متغيرات جديدة له، واتجهت العديد من الدول إلى الاستثمار بدرجة كبيرة في أمن الحدود، وذلك في إطار ما يطلق عليها “الحدود الذكية”. ومن خلال ورقتنا هذه نحاول معرفة المفاهيم التقليدية والحديثة للأمن وأهم صور التهديدات الأمنية الجديدة مبرزين أهمية ودور الحدود الذكية في مواجهة هذه التهديدات وحماية أمن الدول. Abstract: The post cold War Era has been witnessed the emergence ofb new security threats, which touched the state on one hand and the individual in the other hand. The traditional political borders could not coping with the danger of these new threats, the border has become the source of security tensions for various states, which might not contain new security dangers and explain them and provide means and capabilities to counter them this led to review the basic assumptions of security threats in global level from one side, and methods to face them from the other side, this led to sort out an argument about nature and meaning of security concept and the need of expanding it , numerous states today tend to invest significantly in security borders, in the context of what's called smart borders this paper will attempt to acknowledge the traditional and modern security concepts, the types of new security threats through shed light on the importance and the role of smart borders.
