أثر سياسة الدعم الاجتماعي على عجز الموازنة العامة في الجزائر - دراسة قياسية للفترة 2006-2022

الملخص
الملخص: تهدف هذه الدراسة إلى قياس أثر سياسة الدعم الاجتماعي على عجز الموازنة العامة في الجزائر خلال الفترة 2006-2022، باستخدام نموذج الانحدار الخطي المتعدد، وقد تم معالجة البيانات المجمعة بواسطة برنامج SPSS25. توصلت الدراسة إلى رصد عدة تشوهات في آلية تنفيذ سياسة الدعم الاجتماعي، سواء من حيث التكلفة وحتى نسبة استهداف الفئات المعنية بالدعم، وقد عمق هذا الانحراف من فجوة التسربات المستنزفة خارج دائرة الاستغلال وتوسيع عجز الموازنة العامة طيلة مدة الدراسة، كما أقرت بضرورة مراجعة قرارات تخصيص الموارد وتوزيع الدخل بالشكل الذي يضمن الكفاءة الاقتصادية والعدالة الاجتماعية في ظل الافتقار إلى مقومات الانتقال من الدعم المعمم إلى الدعم الموجه. Abstract: This study aims to measure the impact of the social subsidy policy on the public budget deficit in Algeria during the period 2006-2022, using a multiple linear regression model. The collected data were processed by the SPSS25 program. The study found several distortions in the mechanism of implementing the social subsidy policy, both in terms of cost and even the percentage of targeting the groups concerned with support. This deviation deepened the gap of drained leakages outside the circle of exploitation and the expansion of the public budget deficit throughout the study period. It also recognized the need to review decisions about resource allocation and income distribution in a way that ensures economic efficiency and social equality in light of the lack of the requirements of transition from generalized subsidy to targeted subsidy.
