الأبعاد السّيادية الإقليمية والوطنية المتجددة للدائرة الإنتخابية.

الملخص
: تهدف الدراسة إلى إجلاء الرؤى حول الدائرة الإنتخابية كألية يعتمد عليها تقنيا، وفنيا لإقامة توازن بين المناطق داخل الإقليم الوطني، بما يخدم البناء العضوي النزيه، والتمثيل الحقيقي للشعب، والأمة داخل المؤسسات الدستورية المنتخبة. و تخلص الدراسة لتوصيات، أمها: ضرورة إسناد عملية دراسة، وتقسيم الدوائر الإنتخابية لجهة علمية متخصصة في تحديد جغرافيا، وديمغرافيا الإقليم، ليكون التقسيم بطريقة يجب معها وضع ضوابط متطورة تواكب حركة التطور المجتمعي، وفي ذات الوقت تكون بمعايير ثابتة، حفاظا على ثوابت الوحدة السيادية للإقليم، بما يعكس رسم لمقاعد تمثيل للدائرة الإنتخابية بكل أبعادها السيادية المحلية، والوطنية. الكلمات المفتاحية: الدائرة الإنتخابية المتجددة ــ ـجغرافيا الإقليم ــ ديمغرافيا الإقليم ــ البعد السيادي. Summary: The research aims to clarify visions about the sovereign symbolism of the constituency as a technically reliable mechanism to establish a balance between regions within the national territory, in a manner that serves the organic and honest construction, and the true representation of the people and the nation within the elected constitutional institutions in light of reforms The new constitutional and legal. The research concludes with recommendations: the necessity of assigning the process of studying and dividing the electoral districts to a specialized scientific body, The division should be in an advanced controls, which keepes the movement of the social development, and be with fixed standards, in order to preserve the constants of the sovereign unity of the region , which reflects the representation seats for the electoral district in all its dimensions to the sovereignty of the local and the national.
