الملخص

يشتغل هذا المقال لتسليط الضوء على أحد نماذج الشراكة الدولية في مجال التنمية المحلية، والمعروف ببرنامج دعم قدرات الفاعلين في التنمية المحلية "كابدال"، تشارك فيه الجزائر بعشر بلديات كمرحلة تجريبية مع برنامج الأمم المتحدة الإنمائي والاتحاد الأوروبي، اعتمادا على الديمقراطية التشاركية، بإشراك جميع الفاعلين، من المجتمع المدني المحلي، الخواص في صنع القرار المحلي والمساهمة في التنمية المحلية بشكل مباشر مع الجماعات المحلية. ويعتمد نجاحه بالجزائر أساسا على ترسخ الثقافة الديمقراطية في الدولة والمجتمع، والمشاركة المباشرة والفعالة لكل فواعل المجتمع المحلي في صنع القرار وخلق مصادر التمويل لتحقيق تنمية محلية متكاملة، مع مراعاة خصوصيات المجتمع. This article explores the models of international partnership in the field of local development and its development, known as the program to support the capacities of actors in local development "Kabdal",in which Algeria participates with ten model municipalities as a pilot phase in partnership with the United Nations Development Program and the European Union, through accreditation On participatory democracy instead of representative democracy, by involving all local civil society actors and private stakeholders in local decision-making and directly contributing to local development alongside local groups. The success of this model in Algeria depends on several factors that have yet to be crystallized, in a society and a state in which the representative democratic culture is not completed, which is considered simpler than participatory democracy, whose success is bound by the participation of many actors more broadly and the existence of a well-established culture to present the interest of the group over the individual interest and rise above the accounts This personal or factional one on the one hand, and on the other hand, it has been proven several times that all forms of experiences imported from societies and other environments not stemming from the internal environment of any society have failed in a way that takes into account its unique characteristics and therefore, we believe. This project has carried with it - from the beginning - the elements of its failure in Algeria.
