الملخص
أدى استمرار التدهور البيئي وما رافقه من انعكاسات سلبية على الانسان والطبيعة إلى بروز التناقض الصارخ في مفهوم العلاقة بين البيئة والتنمية الاقتصادية المستدامة، حيث يرى البعض بأنهما شيآن متناقضان، وبالتالي يجب اختيار أحدهما دون الآخر، في حين يجزم البعض بعكس ذلك مؤكدا أن فرص تحقيق التنمية الاقتصادية لا يمكن لها أن تتجسد إلا إذا ما تم التركيز على الاستغلال الرشيد والمحكم والعقلاني لمعطيات الأنظمة البيئية، ويستحيل لهذا المسعى أن يتأتى دون تفعيل ضمير المجتمع الدولي لضمان الاستغلال الأمثل والعقلاني للبيئة لتحقيق التنمية المستدامة. لذا، سنحاول من خلال هذه الورقة البحثية إبراز العلاقة بين البيئة والتنمية الاقتصادية المستدامة، وذلك بناء على تطور الاهتمام بهما كعنصرين أساسيين متكاملين لا يمكن الاستغناء عنهما في دول العالم أجمع، وهي الدراسة التي سنستشهد من خلالها بالجهود الملموسة في هذا المجال سواء تعلق الأمر بالتقنين على المستوى الدولي، الإقليمي والمحلي، أو تعلق الأمر بمناقشة قضايا البيئة والتنمية المستدامة وأوجه التفاعل بينهما، لنخرج بنموذج إيكولوجي للاستثمار الاقتصادي الكفيل بتحقيق التنمية الاقتصادية المستدامة على المدى البعيد . الكلمات المفتاحية: البيئة، التنمية، التنمية الاقتصادية، التنمية المستدامة. ترميز JEL : A12 ،N5،O13 Abstract: The continuation of environmental degradation and the accompanying negative repercussions on humans and nature has led to the emergence of a stark contradiction in the concept of the relationship between the environment and sustainable economic development, as some see them as contradictory things, and therefore one must be chosen without the other, while some assert the opposite, stressing that the chances of achieving development The economy cannot materialize unless the focus is placed on rational, rational and rational exploitation of the data of the environmental systems, and it is impossible for this endeavor to come without activating the conscience of the international community to ensure optimal and rational exploitation of the environment to achieve sustainable development. Therefore, we will try through this research paper to highlight the relationship between the environment and sustainable economic development, based on the development of interest in them as two integral and indispensable elements in the countries of the whole world, a study through which we will cite tangible efforts in this field, whether it comes to legalization on the The international, regional and local level, or it comes to discussing environmental and sustainable development issues and the interactions between them, to come up with an ecological model for economic investment that can achieve sustainable economic development in the long run.
