النظام الجهوي في موريتانيا والمغرب- دراسة مقارنة

الملخص
ملخص : يهدف هذا البحث إلى دراسة النظام الجهوي في كل من موريتانيا و المغرب، وذلك لفهم طبيعة هذا النظام ومعرفة أبعاده وأهدافه الحقيقية، ومدى إمكانية تموقعه في أنظمة سياسية تميزت طيلة عقود بالمركزية المفرطة.وقد لاحظننا أن النظام الجهوي في كلا البلدين بات خيارا دستوريا لارجعة فيه، لكنه بقدرما يمكن تفسير هذا الخيار بأهداف تنموية، كما هو معلن، فإن التفسير السياسي لايمكن استبعاده، خاصة في ظل التحولات السياسية التي شهدها البلدان مابعد 2011. ورغم تشابه التجربة، فإن النظام الجهوي يبدو عميقا بالنسبة للمغرب، ويظهر هذا العمق في الحيز الدستوري المخصص للجهة، بينما يبدو النظام الجهوي في موريتانيا هامشيا منذ البداية، كما يدل على ذلك تخصيص مادة دستورية واحدة لهذا النظام Abstract :This rteserch aims to study the regional system in both Mauritania and Morocco, in ordr to understand the nature of this system and know its real dimensions and objectives, and the extent to which it can be located in political systems that have been characterized for decades by excessive centralization. We have noticed that the regional system in both countries has become an irreversible constitutional option However, as much as this option can be explained by development goals, as declared political interpretation cannot be excluded, especially in light of the political transformations that the countries have witnessed after 2011. Despite the similarity of experience, the regional system appears to be profound in relation to Morocco, and this depth appears in the constitutional space allocated to the region. While the regional system in Mauritania appears marginal from the start, as evidenced by the allocation of one constitutional article for this system.
