تأثير جائحة كورونا (كوفيد 19) على التشريعات العمانية

الملخص
لا شك أن جائحة كورونا تسببت في ظهور تحديات قانونية، ووقائع مستجدة، جعلت الدولة تتخذ العديد من الاحترازات والتدابير التشريعية التي تستهدف بشكل عام إلى التباعد الاجتماعي للحد من انتشار فيروس كورونا، ومنها إغلاق المدارس، والمساجد، والجامعات، والعديد من مرافق العمل التجارية، والتجمعات الاجتماعية، إلى حين التحقق من سلامة الأفراد والجماعات من هذه العدوى المنتشرة محلياً وعالميا. وقد استخدم البحث المنهج التحليلي الذي يحلل التشريعات الراهنة بسلطنة عمان، ومدى فعاليتها في معالجة التحديات القانونية، والآثار المترتبة من هذه الجائحة؛ وتم اختيار موضوع هذا البحث توافقاً مع الوضع الطارئ الذي كان له تأثير على النشاط الاقتصادي والاجتماعي، وكان لابد من معرفة وتحليل القواعد القانونية الصادرة من السلطة التشريعية، وغيرها، كقرارات اللجنة العليا، ومدى انعكاس ذلك في الحد من تأثير جائحة كورونا، ولتحقيق الهدف من هذا البحث، فقد تم وضع الخطة البحثية في مقدمة، ومبحثين، وخاتمة. There is no doubt that the Corona pandemic has caused the emergence of legal challenges and new facts, which made the state take many precautions and legislative measures aimed in general at social distancing to limit the spread of the Corona virus, including the closure of schools, mosques, universities, many commercial work facilities, and gatherings. Social, until the safety of individuals and groups is verified from this locally and internationally spread infection. The research used the analytical method that analyzes the current legislation in the Sultanate of Oman, its effectiveness in addressing legal challenges, and the implications of this pandemic. The topic of this research was chosen in accordance with the emergency situation that had an impact on economic and social activity, and it was necessary to know and analyze the legal rules issued by the legislative authority, and others, such as the decisions of the Supreme Committee, and the extent of this reflection in limiting the impact of the Corona pandemic, and to achieve the goal Research, the research plan has been put in an introduction, two papers, and a conclusion.
