الملخص
ملخص: تتجه أنظار المواطن المحلي في الجزائر – في ظل التوجه نحو بناء الجمهورية الجديدة- إلى ما ستسطره الحكومة من خطط و برامج تنموية في إطار التكفل الأمثل بتلبية حاجيات المواطنين عبر مختلف أقاليم الدولة، مع تكرس مبدأ الرقابة على أعمال الجماعات المحلية ،خاصة وأنّ المواطن المحلي لايزال يعاني من مظاهر ضعف الخدمة العمومية، وانعدام المرافق الحيوية التي أصبحت تشكل هاجسا يؤرقه يوما بعد يوم، في ظل عدم تكافؤ مظاهر التنمية المحلية عززتهافي ذلك الفوارق والاجتماعية والاقتصادية وهنا يبقى مصير التنمية المحلية الشاملة مرهونا بما يمكن استحداثه من آليات تنموية تتجاوز الرؤى التقليدية للحكومات السابقة Abstract: The attention of the local citizen turns out to be in Algeria- In light of the trend towards building a new republic- To the development plans and programs that the government will set in the framework of ensuring optimal fulfillment of the needs of citizens across the various regions of the state, Especially since the local citizen still suffers from some manifestations of poor public service, And the lack of some vital facilities that have become an obsession that haunts him day after day, Especially in light of the unequal aspects of local development due to the social and economic differences in the various regions of the homeland, Here, the fate of comprehensive local development depends on what development mechanisms can be created that go beyond the traditional visions of previous governments.Key words : local minicipalities, local development, control, planning, performance
