الملخص
ملخص: تهدف هذه الدراسة إلى التعرف على دور البرمجيات الحرة ومفتوحة المصدر في تحفيز الإبداع التكنولوجي من خلال عرض تجربة شركة « ELIT » العاملة في مجال تكنولوجيا المعلومات، حيث تم الاعتماد على المنهج الوصفي من أجل بلوغ الأهداف المرجوة. توصلت الدراسة إلى أن هذه البرمجيات تساهم في تحفيز الإبداع التكنولوجي عبر تشجيعها للعمل الجماعي والتعاوني، واعتمادها على الدعم المقدم من مجتمع البرمجيات الحرة ومفتوحة المصدر وكذلك مساهمتها في تطوير المهارات والكفاءات المحلية، كما خلصت الدراسة إلى أن شركة « ELIT » تمكنت بفضل إستخدامها لهذه البرمجيات من تطوير ما يفوق 60 برنامجا ونظاما معلوماتي تغطي مختلف الوظائف والمجالات وتستخدم من طرف ما يزيد عن 40 مؤسسة، الشيئ الذي جعل منها شركة رائدة في مجال تكنولوجيا المعلومات والاتصالات على المستوى الوطني وحتى الإقليمي. Abstract: This study aims at identifying the role of free and open source software in stimulating technological innovation through the case of the company "ELIT" activating in the field of ICT. The descriptive approach was used to reach the desired objectives. The study concluded that those software help stimulating technological innovation through the encouragement of collective and cooperative work, the support provided by the free and open source software community and its contribution to the development of local skills. It also concluded that, thanks to the use of those software, "ELIT" was able to develop more than 60 information systems covering various functions and fields and used by more than 40 companies, which made it a leader in this field nationally and even regionally. Résumé : Cette étude vise à identifier le rôle des logiciels libres et open source dans la stimulation de l'innovation technologique à travers le cas de la société «ELIT», activant dans le domaine des TIC. L'approche descriptive a été utilisée pour atteindre les objectifs souhaités .L'étude a conclu que ces logiciels contribuent à stimuler l'innovation technologique à travers l’encouragement du travail collectif et coopératif, le soutien fourni par la communauté des logiciels libres et open source et sa contribution au développement des compétences locales. Elle a également conclu que, grâce à l’utilisation de ces logiciels «ELIT» a pu développer plus de 60 systèmes d'information couvrant diverses fonctions et domaines et utilisés par plus de 40 entreprises, ce qui en a fait un leader dans ce domaine à l’échelle nationale et même régionale.
