الملخص
الملخص: عملية التنمية المحلية عملية ذات ابعاد استراتيجية تتطلب توحيد الجهود المحلية والحكومية للرقي بالمطالب الشعبية، إلا أنه غالبا ما تصطدم بجملة من المشكلات المتعلقة بفهم البيئة بمختلف الياتها وجوانبها الاجتماعية، الاقتصادية، الثقافية، الديموغرافية، السياسية والايكولوجية، ودراستها دراسة دقيقة للاستفادة من قدرات المنطقة أو البلديات، وتحويلها الى طاقات واستثمارات حقيقية، والعمل على كيفية المناورة لصالح البيئة المحلية في خضم الوصاية المركزية أو الإدارية. ومن خلال هذا المقال، سنتعرف نظريا وواقعيا على كيفية مشاركة ومساهمة المجالس الشعبية المنتخبة في تنمية البيئة المحلية ودور الوصايا والمركزية في مستوى أداء المهام المتعلقة بالتخطيط والتنفيذ وتمويل المشاريع التنموية المحلية وكذا كيفيات التعامل مع الوصايا في ظل تعدد القوانين وصدور قانون 11/10، الذي دعى الى تطبيق مبدأ الديمقراطية، كل هذا من خلال الدراسة الميدانية التي اجريناها على المجلس الشعبي البلدي لبلدية الذرعان كحالة من المجالس المنتخبة للولاية الطارف خاصة والجزائر عامة. Abstract : The local development process is a process of strategic dimensions that requires the unification of local and governmental efforts to promote popular demands. However, it often encounters a number of problems related to understanding the environment with its various mechanisms and social, economic, cultural, demographic, political and ecological aspects and studying it carefully to take advantage of the capabilities of the region or municipalities, and turn them into real energies and investments, and work on how to maneuver for the benefit of the local environment in the midst of central or administrative custody. Through this article, we will know in theory and reality how the participation of elected people's councils in the development of the local environment and the role of commandments and centralization in the level of performance of tasks related to the planning and implementation and financing local development projects, as well as how to deal with the commandments under the multiplicity of laws and the issuance of Law 11/10, to the application of the principle of democracy, all this through the field study that we conducted on the municipal people's assembly of the municipality of Drean, as a case of the elected councils of Taref and Algeria in general.
