تأثير التدخل الدولي لحماية حقوق الإنسان على الاستقرار الداخلي للدول

الملخص
أصبح خرق حقوق الإنسان الدولية ضرورة تستدعي التدخل لمساعدة الشعـوب وحمايتها من خطر ارتكاب جرائم الإبادة ضدها، مما فتح المجال لبلورة مفاهيم متعددة لبسط هيمنة القوى الكبرى التي اتخذت من قضية حقوق الإنسان ذريعة للتدخل في شؤون الدول عامة والعربية خاصة. وفي هذا الصدد اقر المجتمع الدولي التدخل لوقف انتهاكات حقوق الإنسان في بعض الدول التي تسببت النزاعات العرقية والاثنية، بالإضافة إلى غياب الديمقراطية بسبب الأنظمة الشمولية القائمة في ارتكاب جرائم دولية بحق المدنيين، غير أن هذا التدخل اثر على استقرارها الداخلي وضاعف من معاناتها، بسبب عدم تحمل المجتمع الدولي مسؤولياته الأخلاقية والقانونية المرتبطة بالتدخل الدولي. وعليه يهدف هذا المقال إلى معالجة أساس وتأثير التدخل الدولي العسكري الذي كرسه المجتمع الدولي من اجل حماية حقوق الإنسان ومنع انتهاكها، على الاستقرار الداخلي للدول التي شهدت مثل هذه التدخلات كالعراق وليبيا وغيرها... الكلمات المفتاحية: حقوق الإنسان، التدخل الدولي، استقرار الدول العربية، الاستقرار الداخلي، الجرائم الدولية Abstract: Violation of international human rights has become a necessity that requires intervention to help people and protect them from the risk of committing genocide against them, which opened the way for the elaboration of multiple concepts to extend the dominance of the major powers that have taken the issue of human rights as an excuse to interfere in the affairs of states in general and Arab in particular. In this regard, the international community has decided to intervene to stop human rights violations in some countries that have caused racial and ethnic conflicts, in addition to the absence of democracy due to the existing totalitarian regimes in committing international crimes against civilians, but this interference affected its internal stability and increased its suffering, due to intolerance The international community has moral and legal responsibilities associated with international intervention. Accordingly, this article aims to address the basis and impact of the international military intervention that the international community has devoted to protecting human rights and preventing their violation, on the internal stability of countries that have witnessed such interventions as Iraq, Libya and others ... key words: Human rights, international intervention, stability of Arab countries , Internal stability, international crimes
