واقع ومعوقات أداء البورصات العربية- دراسة تحليلية لبورصة الجزائر خلال الفترة (2008- 2019)

الملخص
تهدف هذه الدراسة إلى تحليل تطور أداء البورصات العربية بصفة عامة ومؤشر بورصة الجزائر بصفة خاصة خلال الفترة (2008 - 2019) بواسطة مجموعة من المؤشرات (القيمة السوقية، حجم التداول والناتج المحلي الإجمالي)، مع تقديم مختلف المعوقات التي تعيق أداء هذه البورصات. اعتمد في الدراسة على المنهجين الوصفي والتحليلي، وقد خلصت الدراسة إلى ضعف مختلف مؤشرات بورصة الجزائر خلال الفترة المدروسة، وأن جل البورصات العربية تتخبط في مجموعة من المعوقات التي تحول دون تحقيق الهدف المنشود منها، ويعود ذلك إلى افتقارها للأدوات المالية ونوعيتها في ظل عدم توفر الأطر التشريعية والتنظيمية التي تتناسب مع التشريعات والتنظيمات القانونية لأسواق الأوراق المالية (البورصات) الفعالة. Abstract The aim of this study is to analyze the development of the performance of Arab stock exchanges and the Algiers Stock Exchange index during the period (2008-2019) through a set of indicators, while presenting the various obstacles that hinder the performance of these stock exchanges. . The study relied on the descriptive and analytical approach, and the study concluded that the various indicators of the Algiers Stock Exchange were weak during the study period, and that most Arab stock exchanges lack financial tools and their quality in the absence of legislation and regulatory frameworks compatible with the legal legislation for effective markets. Résumé L'objectif de cette étude est d'analyser l'évolution de la performance des bourses arabes et de l'indice de la Bourse d'Alger au cours de la période (2008-2019) à travers un ensemble d'indicateurs, tout en présentant les différents obstacles qui freinent la performance de ces bourses. L'étude s'est appuyée sur l'approche descriptive et analytique, et l'étude a conclu que les différents indicateurs de la Bourse d'Alger étaient faibles au cours de la période d'étude, et que la plupart des bourses arabes manquent d'outils financiers et de leur qualité en l'absence de législation et de cadres réglementaires. Compatible avec la législation légale pour des marchés efficaces.
