الملخص
في ضوء البحث وأهميته يسعى الباحث الى توضيح ماهية الإدارة المحلية باعتبارها الأداة الناجعة لتنفيذ الخيارات والسياسات المنتهجة من طرف الدولة ، والتنمية الإدارية كأسلوب متميز لمواجهة التحديات الحاصلة على جميع الأصعدة وكوسيلة للارتقاء بالأداء في جو عام من الإفصاح والشفافية والمساءلة والمسؤولية باعتباره المرادف الحقيقي لإصلاح عميق للدولة لاعتماد مداخل قيادية جديدة ورؤية إستراتيجية خاصة وأنها تعطي للإدارة بعدها الفاعل وتكسبها ضربا من الاستقلالية ، ولهذا تم الاعتماد على المنهج الوصفي من خلال دراسة جميع جوانب الإدارة المحلية والتنمية الإدارية والمنهج التحليلي من خلال تحليل الاستبيان الموزع على موظفي الولاية ولاية تبسة أنموذجا . In light of the research and its importance, the researcher seeks to clarify the nature of local administration as the effective tool for implementing the options and policies adopted by the state, and administrative development as a distinct method to confront the challenges occurring at all levels and as a means to improve performance in a general atmosphere of disclosure, transparency, accountability and responsibility as the true synonym for a deep reform of the state to adopt New leadership approaches and a special strategic vision that gives the administration its aftermath the actor and gains a certain degree of independence.
