دور الاعتماد الإيجاري في دعم العمل المقاولاتي للشباب في الجزائر

الملخص
تبنت الجزائر النهج الليبرالي من خلال دستور 1989 الذي حرر الاقتصاد وكرس المبادرة الحرة من خلال إصدار ترسانة قانونية تنسخ ما قبلها وتخلق واقعا جديدا. تعد المؤسسات الصغيرة والمتوسطة إحدى الدعائم الأساسية لاقتصاد السوق، يؤسسها الشباب، تساهم في القضاء على البطالة من جهة ، وترتقي بالاقتصاد الوطني من جهة أخرى. لكن عادة ما يعاني الشباب الراغب في إنشاء هذه المؤسسات من صعوبات تقنية ومالية تمويلية. لم يغب هذا الأمر عن وعي المشرع الجزائري الذي عمل على دعم الشباب لإنشاء هذه المؤسسات من خلال استحداث بدائل تمويلية عن القروض البنكية التي يتطلب الحصول عليها عادة تقديم ضمانات يصعب على الشباب توفيرها، فكان أن تدخل سنة 1996 باستحداث الاعتماد الايجاري كبديل تمويلي لهذه المؤسسات يقوم على استئجار وسائل الإنتاج من آلات ومعدات وتجهيزات بدل شرائها. The Rental Accreditation/Leasing Approval Role in Supporting Youth Entrepreneurship in Algeria Abstract Algeria adopted the liberal approach through the 1989 constitution that liberalized the economy and devoted free initiative by issuing a legal arsenal that transcribes what preceded it and creates a new reality. Small and medium enterprises (SMEs) are one of the main pillars of the market economy, founded by young, contributing to the elimination of unemployment, on the one hand, and promoting the national economy, on the other one. However, young people, wishing to establish these enterprises, usually suffer from technical and financial difficulties. This matter was not consciously lost by the Algerian legislator, who has worked to support youth to establish these enterprises by introducing financing alternatives to bank loans, which obtaining them usually requires guarantees that are difficult for young people to provide. So, it was in the year 1996 to introduce rental credit (leasing approval) as a financing alternative for these institutions based on renting (leasing) production means as machines, equipments and appliances instead of buying them.
