الملخص
الملخص: ظهرت ألمانيا كقوة جديدة بأوروبا مع أواخر القرن 19م، وسعت للتخلّص من الحروب المستمرّة التي سبّبتها المنافسة على ممتلكات رجل أوروبا المريض، فراحت تدبّر الصفقات بين القوى الكبرى لإرضاء جميع الأطراف، ووجدت الفرصة لتنفيذ مخططاتها باحتضانها لمؤتمر برلين سنة 1878م مدّعية إحلال السلام بأوروبا وإنجاد الدولة العثمانية في حربها مع روسيا، وقد تمثّل هذا الاجتماع الكبير في مؤامرة على شكل مؤتمر، وإنجادات على شكل صفقات تجسّدت في السكوت الدبلوماسي على احتلال مختلف أقاليم العالم العربي، وقد استهدف هذا البحث إبراز التناقض الصريح بين اتفاقية المؤتمر واتفاقيات الكواليس السرية.
